The discovery ceiling. This is the one to plan around, and it has not moved: three minutes. Instagram's own guidance is that Reels longer than three minutes are not recommended to people who do not follow you. A longer Reel still publishes and still sits on your profile and in your followers' feeds, but it stops being served into the Reels tab and Explore, which is where new viewers come from.
Put plainly, the app will accept far more than three minutes and the algorithm will only distribute three. If a Reel exists to find new people, keep it under three minutes. If it is a tutorial or a reference piece you intend to send traffic to yourself, the longer formats are there and the loss of discovery is a deliberate trade rather than an accident.
